Abstract The combined weight method (CWM) for comprehensive water resources carrying capacity evaluation is proposed in this paper to evaluate the regional capacity. Firstly, accelerating genetic algorithm based on analytic hierarchy process (AGA-AHP) improved optimize expert matrix and determine subjective weight, which entropy used objective formula put forward get of index. Secondly, certainty degree calculated by using multi-dimensional normal cloud model. obstacle factors index are diagnosed. Finally, taking Henan Province as an example, evaluated CWM method. comparison between single model, AHP-TOPSIS made. It proved that takes fuzziness randomness into account process, efficient intuitive results can be obtained through evaluation. time changing pattern clearly diagnosed, provide a new idea
